Yes you can, I always see people at the little piers and have even seen someone in the reeds/water fishing.
Ive seen the signs posted and have seen people fishing. However it is a catch and release site.
Not at this time. Per the LA Parks organization website, at this time it is not permitted due to the habitat restoration.
