I live a couple of blocks from there. Recently, people have been saying there's someone who's there on random weekends to enforce and check permits but I have never seen it for myself. That doesn't mean they're not checking randomly. There's no on-site office for Recs & Parks officials to watch 24/7. But they know this popular spot on weekends are a prime time for celebrating Weddings, Quinceañeras, Birthdays, etc..there. I've even heard mid-size groups BBQing have been asked for permits recently even when they brought their own barbecue and removed their trash. Parks & Rec never use to enforce the rules of permits there in past decades.
