By Federal Law they cannot refuse to see you on the first visit, or subsequent Emergency visits. They will stabilize you and possibly send you to another department before releasing you. If you need to see a Neurologist urgently they may send you to that department, it depends on the urgency of the matter. But by all means if she continues to be in pain she should go to the Emergency there at the General Hospital.

I know that after ER, they refer the patient to the specialist, if it's necessary, the attention goes first, patients get a lot of support if you can't pay for service.

If your mom is in pain o suggested you bring her in. As to see a neurosurgeon will depend on her medical need. When your mother gets triage they will see what type of provider your mother will need depending on her symptoms. As far as coverage goes the county of Los Angeles for the most part only accepts Medi-cal patients. If you have a medi-cal managed plan you will be seen but if it's not life threatening you will be asked to follow with your private provider.
