Our neighbors have 4 dogs and 4 cats . I believe the city allows 2 of each per household. I'd like to report this. Which form is appropriate? And what action will be taken and when?

It depends on where you live actually 4 in county and 2 in city (dogs) cats it doesn't have an number toure allowed to have. But either way you can complain. There is a sheriff guy you can speak to that works in the office he can tell you which law holds true to your specific street And which form to fill out.

2 dogs yes, cats are not so strictly enforced. Are you inside the city limits or outside. Inside the city it is MPD Animal Control, within the county but outside limit lines is Stanislaus County Animal Services. If the dogs are not fixed or not licensed that would increase the chance of action/ surrender. If they nuisance bark more than 30 minutes continuously or after 10pm you can also request animal control intervention.
