Yes I think it would be pretty easy to lock up a bike in the parking lot
I'm not sure it's legal but the best spot is next to the flagpole because it's secure and out of everyone's way. Locking to the blue fence isn't allowed so it's not that convenient in the parking lot in general.
just bring a lock
