No unfortunately it is not.
I disagree. This place has good wheelchair parking and curb cuts. The outdoor spaces are paved concrete sidewalk and are wide enough for a wheel chair. There are a couple of bridges that are made from wood slats and those would be a bumpy ride but definitely doable. There is one part that is dirt paths instead of concrete - that one part might not be accessible but generally this place is wheel chair accessible.
