I know at most of the local parks around Wilmington you need to reserve the location and pay to use the area you want to reserve plus you can only use contracted city approved vendors such as for bounce houses. At least that is how it's been in my past experiences using the public parks in and around Wilmington

No you do not need a permit just go to were the BBC are at on the west side of the park you can have 100 people there if you want.
