They so sometimes purchase fish, but the situation you describe is a very frequent problem in the hobby. They do rescue, but unless it's special in some way, purchasing it would most likely be out of the question. Uncle Ned's may also rescue them if you want to try.
To the best of my knowledge they rescue fish but to get a sure answer your best bet would be calling their store
