You can kayak in and much cheaper. Keep in mind manatee season is Jan through March. Not saying you won't see any but more likely during the season.

If you want to go out on water and see the Manatee, it cost the same whether you get in water or not. You basically are paying for a spot on the boat. It cost $75 a person. No matter age. It is awesome and well worth the money.
The prices do vary by age and stuff best bet is to call and ask
