No.The Refuges are not part of the National Park System, but rather a separate division within the Department of The Interior. Most of The Crystal River National Wildlife Refuge is manatee habitat ( water). The exception, Three Sisters Springs, is accessible via The City of Crystal River trolley, from City Hall. There is a pedestrian boardwalk surrounding the beautiful springs. EdK / Volunteer
