Absolutely! The manatees are in from the Gulf. Try to visit after a cold night because that's when the most manatees will be in the springs.
Not sure about December but I was there the week of Thanksgiving this year and it was great. They are still doing the glass bottom boat tours and the captain was very knowledgeable.
