Minors can fly solo. The airlines will go out of their way to make sure the kids are safe, and taken well care of.
If you are US citizenship, you don't need passport for domestic fly, just driver licenses (and ticket of course) is enough. Minor under 14 need guardian. Minor 15-17, guardian is optional.
Don't need a real id until end of year, pushed off due to covid. Minors under age of 15, cost a little more but they will be taken care of stay to finish. No passport to ca... as of now they are still part of the US 🇺🇸
You need a government issued "Real ID" compliant identification. That includes a drivers licence with the star in the upper right corner or a passport. As for children flying, nothing federal prohibits it but different airlines have different rules. Check with the airline regarding the requirements for unaccompanied minors.
Do not need a Passport to California, unless you are from a different country. I am not sure of minors flying solo, I am sure there is an age requirement. Call and ask.
