For almost everything in Southern California, you can get away with chinos and a polo shirt. If you are attending a normal popular music concert, bands or shorts and a casual T-shirt are what most people will be wearing. For a classical music concert, there will be fewer tatty jeans or casual Ts, but no one will call the police on you if you wear that. For more nightclubby events, chinos and polo shirt should still work but an untucked casual button-down shirt might be more common. Of course, this assumes that you're a dweeb like me... If you're a fashion leader, wear your bedazzled diaper with the nipple clamps like you own the place.
Depends on the event. Everclear concert was flip flop casual....
