You don't have to purchase a seat for younger than two years how ever you need to buy a ticket usually it costs 10% of regular ticket and dose not hold a seat.

Generally I would say no, but the policies for flying with infants depend on each airline. I suggest checking the airline's website before purchasing a ticket
