Ihave limited mobility. I don't use a wheel,but I have a walking boot,that only allows me to walk a short distance.can i drive my vehicle right to or almost right to a public star gazing area?

Yes you can get pretty close. There is a trail that a few (probably not even two even with the boot) minutes walk opens to wide open viewing areas.
