The Richland Community Center is no longer a Senior Center although they offer some programs targeted to seniors. If you are looking for an actual senior center, West Richland and Pasco have nice ones. Kennewick's has some great programs but is in a sketchy area of town that I wouldn't want to go to alone as a female. Just my opinion though.

I think it's between 55 and 65
The first time I was invited to a senior discount was when i turned 55. 60-65 are more common ages to start "seniorhood"
65 is the median age for a senior. The meals on wheels program is in the building. They are a big help.
I do not know but I know that I've seen a lot of young kids they're playing pool and ping-pong
