Go to Reservecalifornia.com and set up an account. There sites sell out 6 months in advance but you can snag a cancellation if you check several times a day. This is on the North side if PCH but you can drive down and park in the day use area and walk under PCH to the beach. Some sites have water and electricity but NO SEWER. Some sites have no hook ups at all. Bathrooms are very clean so that saves sewer issues. You can only have propane bbq and fire pits...no open fires. This is nice cause you wont get smoked out or start a fire and in So Cal this important. There are no trains travelling through the night and you can see dolphins and other marine life out in front of the campground. Take binoculars. This is our favorite place to camp. Downtown Laguna is a lovely beach city and Newport is not far. Sites 3,4 , 22 and 22 are the best ones but any site you get is sure to be enjoyable. Take a day trip to Crystal Cove ba mile or 2 away bungalows and see what it was like in the 1940s.
It's across the street from PCH...down the hill and under a tunnel...but the views are great at any site.
