Is this Home Depot capable of handling and disposing of *used* rechargeable batteries? Such as Lithium-Ion cell phone batteries, especially ones that have gone bad and are bulging.

No, they don't take and recycle phone batteries. Batteries Plus Bulbs will take your old cellphone batteries. If they do now, then they've changed since I asked about AA, AAA, C type batteries in the past.
