Yes☺always on a leash. I think they even still have "clean up stations" - even so, don't forget to clean up after your pets!
Yes, there are even areas of the park sectioned off for doggie usage with a bag station for cleanup.
Yes.You can always see someone walking a dog there. Needs to be on a leash though.
