I don't think there's public changing place. It's a nice public beach with bars and restaurants nearby. And like any public beach doesn’t have such features. You'd better arrive already wearing your swim suit and enjoy the sea...

There is a public bathroom. It's across the street at the park. It's behind Lauderdale-by-the sea city building. Ask a police officer they'll direct you to it.
