Their phone number has always sounded like that for at least 5 or 6 years. It just means the line is busy. As for your stackers, every Taco Bell is a franchise owned by different people, and those owners are able to change prices from what's advertised. At least thats what happened when I worked there.
They were told about the phone issue weeks ago and still have not addressed it. I personally told a manager when I had to go back to deal with an issue I should have been able to address by phone.
The manager of taco bell will handle any questions that you may have and they will take care of you.
