The vet could either contact his pharmacy and have it sent to a temporary address or go to the ER who will send the vet to be input into the Tampa VA system before any medications are given.

Or go to the hospitals accute care clinic located inside the hospital just past the er.
On a short notice either you can call your PCP to order your prescription online for pick up at one of the VA dispenser or in case of emergency I would go to the ER.
