When people mention "depending on traffic" the time can vary greatly depending on time of year. If you are there during a busy time, the parkway can take forever. Check Google maps for traffic or alt routes on other city streets.
According to google maps, 4.1miles and 10 minutes. That will take a bit longer with traffic during the busy/heavy times. I saw someone talking about walking, biking, etc. It isn't a good walk and really isn't that great of a ride due to heavy traffic and some difficult inclines (unless you bike often, in which case it is practically flat.) There is a trolly that can take you from one to the other.
