Jesse. As mentioned, it is a Casting Company for TV Background (Extra) Actors. It is not a Modelling Agency. If he wants to be a Model, he needs Headshots by a professional photographer, preferably one who shoots MODELS.

If you Google something like top 10 modeling agencies or boutique modeling agencies you will find them. Many have open calls or online submissions. To submit online he doesn't need professional pictures but he will need a portfolio of they call him for an interview.
