Because they aren't as invested in their dogs welfare. It's a low paying job for them. They just put their dogs off leash and tune out on their phones, and don't notice if their dogs start fights or trouble. Sometimes they come with eight dogs. Unable to police then all. It's a problem.
Thomas, the people who talk on their cell phones are usually the owners of the dog(s). I know of only two doggie caretaker/walkers who bring their clients dogs to the park and they don't ignore the dogs. I'm a walker. Been doing it for 10 yrs now. I don't work for a service & i don't advertise. I take clients only by referral & make better $$ than what a WAG or Rover walker does. There's one Walker i see regularly who's usually on her cell & not paying much attention to her dogs. She's the only walker i've seen do this. However, i see many owners daily walking their dogs while wearing headsets. Many also don't seem to understand dog etiquit, nor whether their dog is being aggressive, or just playful. I'm an owner & walker, so i take care of my clients dogs as if they were my own. Several of my dogs like me... better than they like their owners. For every 1 walker who you might consider inattentive, overwhelmed, etc. I could show you 20 owners who are worse!
