In the river I'm not sure it's allowed. But in the lake if it is allowed. The river is an area with very difficult terrain to traverse due to overgrown bushes and nopales. It would be difficult and dangerous. Also a lot of it is just streams... Nothing big, not big enough to be able to fish
Yes Need a license anywhere off of 2 miles off of the road it's catch and release no barbed hooks
