It's open but I think the parking lot is closed so you have to park higher up.

We went last week. Parking lot is closed but you can park on the side road parking lots and walk down to the trail. Arrive early though.
went today....well and truly open. be mindful to pack out what you pack in. Do not expect any trash or restroom facilities to be open, they are all closed. parking is on the road and the small upper lot only.
