I'm not sure but I don't see why there would be a problem! I just Googled it and it's illegal to harm them or have them as pets but it doesn't say anything against feeding them.

Hi Dave, we are not authorities on the law but we don't believe it's illegal to feed them. American Crows are a protected species so it's illegal to harm them or keep them or their feathers, nests or eggs. The park may have signs posted about feeding waterfowl or other wildlife but we've never seen signs restricting feeding of crows or songbirds. We hope this helps.
