There are different sections to the museum. Some might cost money and a ticket is needed to enter. The outside portion is free and can be viewed anytime.

The entry includes access at your leisure..there are tours inside the museum but you are not obligated to be in it
No need for a tour. Some time there might be some exhibit that have limited space so you need to wait to get in. Otherwise you just buy the ticket and you can see everything.
