I know I’m a little late but sometimes depending on the artist and shop rules, they might not do easily visible tattoos for minors because of the lack of job security. Pretty much they just want to make sure you will be able to get a job
Probably need parental consent no? Have to fill out a form for folks under 18 years of age.
