For some events yes but art walk as a whole is free...for now.
No entrance is totally free. Only thing you need money for is to purchase art work that you may be interested in and to purchase food from the trucks if you want. Otherwise all you need is comfortable shoes to walk in.
No, it does not cost anything to enter into the galleries and studios of the artists, to view/experience their art.
