Probably not if it's just a regular outdoor one but I would still call or go down and check with them.

I would call city hall or the park to make sure but I'm almost certain all parks in cerritos require a reservation to use their facilities. I had my daughters birthday party at heritage park down the street and I had to pay for the reservations even for an outdoor area.
