Do they sell cigarettes? Senecas?

Yes they do sell cigs, & in fact if you've been playing with your players card inserted in slots, you will notice a "Cigarettes" button you press it and the cigarette lady will come by and can check if you have enough play to recieve a free pack if your choosing, as a platinum member I always get 2 free packs a day that I'm playing.
