Legally no illegally yes. I Wouldn't make a Spectacle about it if you do. The other duck families might not accept it and end up hurting it. Would probably die And it might not know how to fend for itself in the wild.
I recently saw a couple dropping a duck off they did seem like they had uniform tho some king of animal clinic maybe ..
