The main way to get a card is to have a business and bring your "permit to make sales at retail". Then you get a card for free. Otherwise, you can get day passes, for a variety of reasons, call RD to get a full list of what they give them for. In my case, I belong to the Kansas City Barbeque Society (KCBS) and we can get day passes by showing our membership card. Hope this helps.
Yes u have to have a restaurant card unless u are picking up things for an independent contractor such as instacart
