Why would a dog not be allowed in the outside eating area at the porch?

Many in the food industry consider having any animals present at a restaurant as unsanitary. Also it can be disruptive to other guests especially those who may have allergies. Private restaurants can make the policies that they feel are best for them.

Perhaps because the private business has decided they don't want dogs on their porch. Move on
