As many have stated, open to all, but reservation is required. Be absolutely sure of your travel dates. If plans change, there's no guarantee you'll get a reservation for another day. Many are turned away at the gate for having no reservation.
It's open to everybody not just California residents. However you do have to buy your tickets ahead of time and make a reservation. The ticket booths at the entrance are not open! Also be aware of the trams are not running from the parking lots and it's a serious hike into the front of the park.
Open to all, you jst need to go on line get a ticket n reserve the day you want to go n if ur lucky n its open reservation your good to go!! Disney key holders have most days reserved mostly in December so don't have many open reservations but there's some open for none key holders.

It is open to the public. Anyone with a ticket can visit. Trams are not available. It is a long hike to the park. Wear appropriate shoes. Have fun!

I thought the park was open to anyone I wasn't aware of it was just open for California residents only I saw people from all over the world when I went you ought to go and enjoy yourself it's extremely magical especially it's a Small world go enjoy yourself have fun

The park is open to everyone, but you generally have to reserve your day on the park when buying your tickets. It's hard to just walk up and get in the park with the reservation system in place.
