Typically, there are shopping carts outside of Bed Bath and Saks Off Fifth that you might be able to use, but I would call Simon and ask them.

Shopping carts would be very cumbersome. The mall is always packed with people. I suggest getting a rolling cart like they use at flea markets and using that instead.
I know Bed Bath and Beyond does, most likely because they sell really large items. Perhaps they will let you borrow one to shop with.
I did not notice any shopping carts anywhere so I would have to say no,
No they do not. In fact Vf outlet there's will lock up if you push them out the door.
