Yes you need reservation. When my wife and I visited we didn't know this. We went to the gate talk to security and they did let us go in. We got lucky because it was a slow day and we were coming from San Diego, she gave us a break. There was no charge for taking pictures and we saw people with professional cameras. There was no one prohibiting us from taking pictures

Admission is free no pictures, call them to see pricing for picture taking
