hi my name is Oscar Martinez from Los Angeles CA my question is can a landlord/ manager violated us an agreement that we never had one. He never give a paper saying we weren't all to have pets in our unit never agreement or sign contract.

Standard Lease agreements should come with a "pet clause". Basically, a paragraph describing the agreement between tenant and landlord regarding pets. If you don't see anything in your lease about pets, then contact The LA Housing Authority.
