Who can I talk to about making a Complaint against my landlord?

I'm not an employee of the housing authority in a client. I do know that the Housing Authority of the City of Los Angeles (HACLA) only deals with Tennant/Landlord issues for HACLA Clients receiving Section 8 and other Federally funded housing assistance programs for qualified low income individuals and families. If you have an issue with your landlord and you are not receiving rental assistance, section 8 etc. you will have to find the proper LA City department that deals with the type of violation that may have occurred. The City, County and State government agencies might help you if your landlord has broken a law, unsafe/unhealthy conditions etc. and you should provide as much proof and documentation as you can get. If this is a money issue the city will only step in if you live in a qualified rent stabilized multi-family property. It depends on the nature of the complaint. First check with LA Housing, they will tell you whether or not they can help you or which agencies can. LA County Health, or Free Legal Aid are other options. You have many tenant rights at the city, county and state levels. Just Google tenant rights and you will find a plethora of resources and downloads specific to your area. If your residence is under RSO Rent Control you have extra rights and protection under the law. State tenant rights are the standard for most jurisdictions, but some cities and counties have more stringent regulations. If your complaint to your landlord is regarding an issue that is under a code violation, LA Housing can withhold rent from the landlord until the code issue is resolved by a set date. If it's a health code violation, the county health department can also withhold rent. If it's a rent or deposit issue, you have many state wide legal protections that can also get you more money if it's about a deposit.
