If the car is not being driven and is stored you can renew it as nonoperational and pay the small fee and have it smog checked and fully registered when he intends on driving it again.

Just take it to any smog certificate only location and let them know your son is serving our country and they usually offer a military discount-Semper Fi!

You have to get the smog check. Do check about military discount. Usually test is about $45

If you are able to get the smog done, just do it. Pay registration and be done with it. Save so much stress to let him do it later
