In whale watching season. Usually in February or so. & Seeing a whale can happen.
You won't usually see whales, unless you take the Whale watching trip. But we always see sealions, and sometimes dolphins.

Saw a juvenile Gray Whale but he seemed wary to surface amongst all of the boat traffic in the area.
No whales cuz it is only on the bay but allot of sea lions as already mentioned
