No, you cannot. No pets are allowed on or at the Boardwalk or nearby beaches. The ONLY exception to this is certified and licensed service dogs. "Comfort animals" do not count. If in doubt (as I see several ppl who gave Wrong answers here), check the official Santa Cruz Beach Boardwalks own website. They explain in detail what I've said.
