The minimum you need is a driver's license but I believe you may need a boating safety course certificate unfortunately I'm not familiar with New Hampshire law
While Thurston's Marina only rents powerboats and not jet skis, the State of New Hampshire requires a Boat Operator's License to operate any boat with an engine over 25hp. A license would be needed. Have fun..
