Would it cost anything to have a baby shower at the park at like the picnic tables?

No cost. It is a free public park and would be a wonderful place for a baby shower.

If you would like to if you would like to reserve a a covered Pavilion you will have to call the Park and Recreation I don't believe it cost anything but to reserve it you will but any of the other tables that are not under the Pavilion or first come first serve
