Pet Alliance normally accepts only owner surrenders. I would call to ask and double check, but Orange County Animal Services is right across the parking lot. Pending they have room they would probably take them (just give a call to make sure/give a heads up).

Yes, but beware they charge an intake fee to cover food and health check ups to make sure a new animal does not infect the kennel.
