Yes you can as long as they are leashed and of course they can bark its expected in a pet store. They do have to be well behaved as in not aggressive behavior though (I used to work there and trust me it can be the best part of our day getting to play with the animals) also all types of animals are welcome not just dogs we've had lizards snakes birds goats and pigs even monkeys
