Yes, there are ways to enter from Stanley blvd or inner route from BMX facility

If you park on Park Access road, you're at the back of the lake, but its free. You can follow the path to lake, but it is a bit of a distance to trek. There is also a dirt bike track nearby that connects to shadowcliffs and parking is free there, but again, long walk to the lake.
