No not yet, they did allow it previously but after a few days they had to stop the process. Now they are sending customers back to DMV for the Real ID at this time. They don't know when they will allow it for now.
You can do application online on DMV website or you can go to DMV.
I've only done DMV registration and fees here. You can call them and ask.
